Waitlist now open for Colville affordable housing units
UPDATE AS OF FEBRUARY 25, 2025: The waitlist for the 35 project-based voucher units is now full.
In accordance in its Housing Choice Voucher Administrative Plan the Spokane Housing Authority, in partnership with Rural Resources Community Action, has opened the wait list for 35 project-based voucher units at Colville Family Haven. These units are designated for homeless households, and include 15 one-bedroom and 20 two-bedroom units.
Eligible households must meet one of the following definitions from the Spokane Housing Authority’s Administrative Plan:
a) People who are living in a place not meant for human habitation, in emergency shelter, in transitional housing, or are exiting an institution where they temporarily resided for up to 90 days and were in a shelter or place not meant for human habitation immediately prior to entering that institution.
b) People who are losing their primary nighttime residence, which may include a motel or hotel or a doubled-up situation, within 14 days and lack resources and support networks to remain in housing.
c) Families with children or unaccompanied youth who are unstably housed and likely to continue in that state. This includes families with children or unaccompanied youth who have not had a lease or ownership interest in a housing unit in the last 60 or more days, have had two or more moves in the last 60 days, and who are likely to continue to be unstably housed because of disability or multiple barriers to employment.
d) People who are fleeing or attempting to flee domestic violence, have no other residence, and lack the resources or support networks to obtain other permanent housing.

About Colville Family Haven
Colville Family Haven is a 71-unit permanent supportive housing community created in partnership between Catholic Charities of Eastern Washington, the Spokane Housing Authority, and Rural Resources. Located on Buena Vista Drive on the north side of Colville, this housing community is scheduled to finish construction and open units in June 2025. Colville Family Haven will combine safe, affordable housing with easy access to support services to break cycles of intergenerational poverty and create opportunities for a brighter future. Units include 1, 2 and 3-bedroom apartments, a common gathering space, a playground, and other recreational amenities.
Catholic Charities, an experienced organization in developing and managing affordable, supportive housing communities, will manage the property. Rural Resources will lead coordination and delivery of on-site services and referrals to other partner organizations. These services may include case management, medical resources, substance misuse counseling, health and wellness classes, adult education, employment readiness, food preparation and nutrition courses. Children may take advantage of Head Start, the Early Childhood Education and Assistance Program, and out-of-school programs. Many of these will be available on-site to ensure they are easily accessible.
